Transformers Application of E-Management in Universities of Libya

The E- Management Project is like any Project or Program that Needs to Create the Right Environment Favorable to the Nature of its Work to be Able to Implement what is Required of it. Thus, it shall Achieve Success and Excellence, Otherwise it will be Doomed to Failure, and will cause a Loss of Time, Money and Effort. Thus, the Administration is Closely Related to its Environment and is Being influenced by all the surrounding elements of the environment and Interact with all the Political, Economic, Social, Cultural and Technological Elements.
      Thus, the E- Management Project Must Take into Account Several Requirements and the Research Aims at Identifying: the Concept of E- Management and the Requirements of the Application of E- Management, and the Reality of Attempts of the Application of E- Management in Universities of Libya. Hence, the Research Adopted  the Descriptive Approach of  the Study, and its Most Important Findings Were as Follow: Paying Attention to the Application of E- Management in the  Libyan Universities Through Decisions and Regulations, Studies, Research, Conferences, and the Apparent Weakness in Paying Attention to the Requirements of the Application of E- Management in Libyan Universities.
