A Proposed Vision for Developing Financing University Education System in Egypt in light of Performance-Based Funding Formula

Abstract

The current research aims at developing the system of Financing University Education in Egypt in the light of the formula of performance-based funding by presenting a proposed vision of how to apply this funding formula in light of the experiences of some developed countries, and in accordance with the cultural context of Egyptian society. The current research uses the descriptive approach to achieve its objectives. The research also follows the following procedural steps:
• Step 1: defining the general framework of the research through shedding light on its problem, objective, importance, methodology, and limitations, as well as its main terms.
• Step 2: describing and defining theoretical foundations of the formula of performance-based funding in university education.
• Step 3: reviewing the experiences of some developed countries (USA and Australia) in applying performance-based funding formula for university education (analytical descriptive vision).
• Step 4: monitoring the reality of Egyptian university education funding, and identifying the reasons for applying performance-based funding formula (brief descriptive vision).
• Step 5: putting forward a proposed vision that will develop the Egyptian university education funding system in light of performance-based funding formula based on analysis of research literature; analysis of leading experiences in this field; diagnosis of the Egyptian reality (its circumstances, and its potential), and opinions of experts in the field of specialization
