Abstract:
This article aims to identify the conceptual problem of employee mobility through the period of reforms beginning in 1988  , when the complexes and companies were restructured organically, which has led to the dismantling of these complexes and companies into units and companies, which have become public corporation /state-owned company (entreprise publique économique/EPE), and destined to the foreign partnership including FERTIAL, enterprise, signed with the Spanish partner in August 2004. In light of this article dealt with some important concepts, including (for the mobility of workers vocational track workers established)
In light of the analysis of the content, the article reached the conclusion that the public economic institution is an organizational structure that performs an economic function and employs workers who perform technical, technical and manual functions. Therefore, the workers are classified into different categories. The economic institution is independent in its management and production . Different from administrative institutions like fertial .
