Abstract

The creative economy is one of the sectors of the economy that utilizes ideas and knowledge based on human creativity. The creative economy is founded on new, unique, and innovative human ideas, where a university can act as an organizer of the innovation ecosystem by strategically applying its intellectual, reputational, and financial capital to create and maintain a robust ecosystem. To do this effectively requires strong dynamic capabilities within the system. This research aims to leverage the experiences of Aalto University and Indira Gandhi National Open University to develop the innovation ecosystem at Helwan University, enhancing its role in supporting the creative economy. The research employs two methodologies: a comparative approach and a scenario-based method for future studies. The research proposes scenarios for developing the innovation ecosystem to activate its role in supporting the creative economy at Helwan University. In light of the theoretical framework, comparative analysis, and impact analysis matrix, the study identified three variables that have the greatest influence on activating the creative economy at Helwan University: economic challenges, activation of the innovation ecosystem, and the requirements for implementing Egypt's Vision 2030 and enhancing competitive advantage. Based on these variables, possible alternative scenarios were determined: the reference scenario, the reform scenario, and the innovative scenario. Each scenario includes justifications and different implications for its implementation. The study concludes that the innovative scenario is the most suitable for the case under study, given the unprecedented qualitative leaps required at this stage, despite the inherent challenges in this scenario.
