Abstract

The aim of this research was to identify the necessary administrative requirements for the development of educational affairs management in the Memorization Association of the Noble Quran in Riyadh, in order to achieve the standards of the European Foundation for Quality Management (EFQM) Excellence Model, from the perspective of supervisors. Additionally, the study aimed to explore the difficulties faced by the educational affairs management in the Memorization Association of the Noble Quran in Riyadh in achieving the EFQM Excellence Model standards, as perceived by supervisors. Moreover, the research aimed to propose essential recommendations to overcome the difficulties encountered by the educational affairs management in the Memorization Association of the Noble Quran in Riyadh in achieving the EFQM Excellence Model standards, based on a descriptive survey methodology. The survey was conducted using a questionnaire, which was administered to a sample of 183 supervisors from the charitable organization of the Memorization Association of the Noble Quran in Riyadh (Maknoon). The research findings revealed that the sample participants significantly agreed on the availability of the strategic plan, human resources, execution and operations, and the use of technology as necessary elements for the development of educational affairs management in the Memorization Association of the Noble Quran in Riyadh to achieve the EFQM Excellence Model standards. Additionally, the participants moderately agreed that the key difficulties faced by the educational affairs management in achieving the EFQM Excellence Model standards included the lack of field research and studies to determine the beneficiaries' needs in meeting excellence requirements, the scarcity of training programs in the field of administrative excellence, and the shortage of staff in the educational affairs management. Moreover, the participants highly agreed on essential proposals to overcome these difficulties, including clarifying and highlighting the vision and mission of the educational affairs management, providing a suitable work environment and organizational climate, and selecting scientifically and administratively qualified teachers and supervisors.
