Scientific chairs in Canada and South Africa and the possibility of using them in the Kingdom of Saudi Arabia, "a comparative study"

Abstract

The problem tackled by this study is the following key question: how can we benefit from both experiments of Canada and South Africa in developing the scientific research chairs program in the KSA? To answer this question, the aim of this study is to know the reality of the research chairs program in the Kingdom of Saudi Arabia and both experiments of Canada and South Africa in terms of strengths and the effective factor. To achieve this aim, the researcher used the comparative method in the entry of George Bereday .The study has shown some results and the main ones are: The Canadian Chairs Program is central in terms of supervision, funding and evaluation, in addition to a biennial financial evaluation to fund the program of chairs in general. In addition, the objectives and evaluation of the program are linked to the federal and developmental state plans and its vision of the future 2030. South Africa is characterized by the initiative of the Chairs of Research and Development in the teaching of math, numeracy and literacy, and a chair office that provides feedback to the faculty chairs and host universities. Through the evaluation of the program, the research quality of the chair holder is assessed annually. The researcher recommended, through the proposed scenario, the establishment of a central agency for scientific chairs in the Ministry of Education, which will deal with all scientific chairs, The great efforts of the Kingdom of Saudi Arabia in supporting external scientific research chairs programs in the most prestigious international universities, the absence of aformal unified regulation in general. It was noticed that some universities issued organizational regulations, while not having a mechanism for assessing the scientific research chairs in general.
