Abstract of the Research Governmental universities were confined to the local space and did not develop for them selves an international personality with an independent vision and weakness to start dealing with global sources as desired. For this purpose, the present research aims to study the reality of the institutional mobility of institutions of higher education in Egypt and France and to identify similarities and differences and try to benefit from the French experience in activating the institutional mobility of higher education institutions. To achieve these goals, the current research has followed the comparative approach. The current research has reached a set of recommendations and proposals for the institutional mobility of the Egyptian higher education institutions by takin advantage of the French experience.
