Performance Evaluation of High School Principals in Dammam from the Perspectives of Teachers and Educational Supervisors

Abstract
     The objective of this study is to identify the performance evaluation of the principals  at governmental high schools in Dammam.  The teachers and educational supervisors point of view will be considered to recognizing  the differences in performance between individuals of a certain study sample based on position, qualification, major, experience and training. Descriptive approach  has been applied. The study sample includes: (341) educational supervisors and teachers. 67are educational supervisors and 274 are teachers. from the original study group which has (917) educational supervisors and teachers ( 88 educational supervisors and 829 teachers ) which represents 24 schools. A questionnaire  has been made to accomplish the study objectives. This questionnaire consists of four main topics that contain (58) items.  These topics are administrative tasks, technical tasks, personal qualities and social relations. Validity and reliability are checked and Cronbach’s coefficient alpha is (0.98). The proper statistical processing such as average, ratio, analysis of variance (ANOVA) and Pearson’s correlation coefficient have been used to analyze data and answer the study questions. Based on the study sample point of view, the outcome of the study states that the overall scale for the performance of principals of governmental high schools in Dammam is high and according to the educational supervisors point of view the performance scale of the principals is high; too and it is very high according to the teacher’s point of view. The performance scale of high school principals on technical tasks is medium according to the educational supervisor’s point of view, and high according to the teacher’s point of view. According to the study sample’s estimations, the order of the tasks of the study is personal qualities, social relations, administrative tasks and technical tasks. The teachers and the educational supervisors both agreed on the order of two study bases: social relations and technical tasks and their estimation differs in the order of these two study bases: personal qualities and administrative tasks. The results of the study have also shown statistical differences between the estimations of the study sample in the performance of high school principals and these differences are due to position variables (educational supervisor or teacher) and for the teachers. There were no statistical differences in the performance of high schools principals in the variables of qualification, specialty, experience, training and the interaction between them. One of the most important recommendations is to improve the level of performance of the governmental high schools principals in Dammam in all four parts of the study to construct and design training programs according to their needs in technical and administrative skills. The study has also recommended involving parents and local community in the making of the high school vision and plans and giving them a bigger part in its programs and activities and accomplishing its goals. The recommendations also included carefully choosing school educational leaders according to certain scientific methods and foundations, dealing with issues, overcoming challenges and obstacles facing government high schools principals and learn from international experiences to increase the effectiveness and improve school performance
